JSAS HealthCare, Inc. (aka Jersey Shore Addiction Services) was established in 1973 as a state-run outpatient methadone program known as the "Asbury Park Drug Treatment Center." In July 1976 Edward J. Higgins was assigned to this agency as Clinic Supervisor. Between 1976 and 1984 the clinic was involved with the absorption of clients and staff from a state-run clinic in Red Bank, opened up a satellite clinic in the Ocean County Health Department, Toms River, and assisted the opening of a methadone treatment program at Monmouth Medical Center, Long Branch. As a result of a state-wide privatization initiative in June, 1984, Jersey Shore Addiction Services, Inc. was established as a 501(c)(3) corporation, assuming control of Asbury Park Drug Treatment Center.
After the privatization in 1984, JSAS expanded services in a number of areas and increased our capacity to treat a greater numbers of patients. The agency has been involved in Phase III Clinical Trials for Naltrexone, Lofexidine and LAAM. We have participated in two (2) federally-funded HIV sero-prevelence studies. From 1988 to 2001, we did all of the substance abuse evaluations for Monmouth County's JINS program. From 1989 to 2001, we provided a Title IV E (DYFS) program for 16-18 year olds aging out of DYFS. Beginning in 1997, we have administered a "Patient Incentive Program," funded by DOAPC, which provides an enhanced methadone treatment episode for 120 days. Additionally, beginning in 1985 to the present, we have received funding from the Monmouth County Board of Alcohol and Drug Abuse Services for Outpatient Counseling Services. Since 2000, MCBDAS has also included funding for Opioid Maintenance Therapy. Since 1990, we have had an on-site Perinatal Addiction Program, partnering with Jersey Shore Medical Center, providing services to all pregnant women who are enrolled at our agency.
JSAS HealthCare, Inc. currently occupies 12,400 square feet of professional space in Neptune, New Jersey, after relocating from our Asbury Park facility in May 2011. We have a total census of more than 650 patients in our medication-assisted treatment protocols and approximately 100 patients in our Outpatient Services Program. Our management and supervisory staff have between 15-30 years of direct experience in this agency.
All patients in treatment receive comprehensive medical and nursing evaluations and continuing care, on-site. All of our counselors and case managers are degreed and the majority have or are eligible for their CADC(s). We use a multi-disciplinary team approach to treatment planning and patient care. We meet or exceed all Opioid Treatment Program (OTP) licensure regulations and CARFaccreditation standards, as well as compliance with grant requirements.
